Position Description - Deputy Operations Manager (Northern) PDF Print E-mail

Responsible For:

Station Officers, Communications Supervisor, Intensive Care Paramedic, Paramedic, Student Paramedic, Emergency Medical Dispatcher, Patient Transport Officer, Operations Support Officer.

Essential Liaison:

Operations Manager and Deputy Manager (southern region), Director of Operations – Ambulance, Paramedic Education Officers, Purchasing Officer, Fleet Supervisor, Regional Officers in Charge, Divisional Superintendents, Volunteer Co-coordinator, Human Resources Manager and all other Northern Territory Emergency Services and applicable government agencies.

Prime Objective:

The effective management of resources within their area of operation including personnel, vehicles and equipment for the provision of an efficient and professional Ambulance service.

Responsibilities:

Through the Operations Manager develop, recommend and implement policies relating to the resourcing and servicing of all regional activities.

Assist with the management of staff movements, approving rosters, time-sheets, absences, budget submissions and stores requisitions.

Provide appropriate advice/reports to the Operations Manager on new patient care equipment under trial/consideration;

Maintain appropriate liaison with Hospital, Medical and other Emergency Services personnel, as required by the Operations Manager, on matters of common concern;

Regularly review AO report forms, specifically case detail reporting of assessment and treatment techniques associated with practical patient care and provide regular reports on significant cases to the Operations Manager.

Personally maintain a high degree of patient care expertise, including, where appropriate Intensive Care Paramedic, /Paramedic skills;

Undertake rostered ambulance transport duties, such duties being an integral part of the requirement for maintenance of personal practical skills in all aspects of ambulance duties;

Assist the Operational Manager in the development and maintenance of a high level of staff morale, motivation and co-operation among all staff;

Assist in the appropriate maintenance of vehicles, equipment and property, to a consistently high standard;

Undertake scene supervision at any major incidents requiring such scene supervision and, where appropriate, provide a specific report on each such occasion to the Operations Manager;

Perform the full functions of Duty Officer, when required and undertake any other tasks as directed by the OM, provided such activities are consistent with the skills, qualifications and experience of the incumbent.

Authority:

Organisationally, the Deputy Operations Manager can assume line authority, in the absence of the OM.

Limitations:

Authorised to take any reasonable action necessary to achieve the requirements of the position, provided all actions are in accordance with prescribed organisational design and all rules, regulations, policies, procedures and protocols. Is not authorised to actively operate outside their immediate functional area and is not permitted to permanently change the rank, status, or conditions of Officers under their control or act in any other way outside direct, delegated authority, without the expressed approval of the Operations Manager.

Supervisor (Title): Workshop Supervisor

KEY PURPOSE

Provide efficient Ambulance, 4WD and other vehicle mechanics, repairs and internal fit-outs for First Aid Services Department and related equipment.


ORGANISATIONAL ENVIRONMENT

The first aid mechanic work area is responsible for the mechanics, repairs and internal fit-outs of Ambulance, 4WD and other vehicles to a broad customer base. The work area comprises of 1 full-time staff responsible for the technical work in Winnellie, whilst supporting the Northern Region operations. The incumbent must operate in close cooperation with other mechanics in the Ambulance service and under the direction of the Workshop Supervisor.


KEY RESPONSIBILITIES AND OUTCOMES

  • Assist in ensuring that all Ambulance, clinic and ancillary vehicles are maintained in a safe and sound mechanical/electrical condition, to confirm with relevant legislation.
  • Assist the Workshop Supervisor with a regular vehicle preventative maintenance program and ensure those maintenance and service records are updated so as to provide a reference log in line with fleet requirements.
  • Maintain, at all times, a high standard of workmanship in keeping with the motor trades profession.
  • Undertake travel to other centres to ensure a similar high standard of fleet maintenance and undertake appropriate repairs as directed by Workshop Supervisor Maintain the workshop in a clean, functional and safe state and report defects or deficiencies in the workshop or its equipment to the Workshop Supervisor
  • Participate, as required, in the installation, repair and maintenance of radio communication equipment.

Staff responsibilities may be varied by St John Ambulance Australia (NT) in order to allow the organisation to respond to operational needs or requirements.


SUPERVISION RECEIVED

The incumbent engages in work that in the main is generally prescribed. She/he will operate within a framework of established procedures, workplace routines, deadlines and expectations. At times the incumbent will be required to work independently and without supervision.


SUPERVISION PROVIDED TO OTHERS

No supervisory responsibilities are required for this position. The First Aid Services Mechanic is expected to promote and provide a safe working environment with attention to the requirements of the Workplace Health & Safety Act NT 2007, the Work Health Act NT 2007 and Equal Opportunity legislation.


WORKING RELATIONSHIPS

The incumbent is expected to consult with his/her supervisor on any matters where activity is not clearly prescribed. The incumbent is expected to consult with his/her supervisor on matters where activity cannot easily be determined by reference to past practices or established procedures.

ADDITIONAL REQUIREMENTS – Optional

Out of hours work may be required in an emergency/disaster situation. Time off in lieu will be provided at a suitable later date in this instance.
Northern Territory Valid Light Rigid Drivers Licence
Medical assessment and Criminal History Check is required for this position

POSITION DESCRIPTION
Emergency Medical Dispatch Officer

Division: Ambulance Service
Organisational Unit: Northern Region – Communications Centre
Classification: Emergency Medical Dispatch (level dependent upon experience and qualifications)
Salary: $40,869 - $65,190 (dependent upon level)
Employment Type: Full-time
Supervisor (Title): Communications Supervisor

KEY PURPOSE

The main purpose of this position is to coordinate all activities of the Communications Centre in the Northern Region, ensuring the efficient and effective call taking and dispatch of all ambulance vehicles under their control, to meet all ambulance transport requirements utilising all call taking, dispatching and data recording procedures appropriately and expertly.


ORGANISATIONAL ENVIRONMENT

The Northern Region Communications Centre provides the full range of communications support to all ambulances operating in the northern half of the Northern Territory. This centre receives emergency calls and dispatches ambulances for Darwin, Katherine and Nhulunbuy as well as receiving 000 calls for outlying regional communities.


KEY RESPONSIBILITIES AND OUTCOMES

  • Coordination of all resources available during the duty shift and in conjunction with the Senior EMD / Service Duty Officer, ensure all duty shifts are appropriately staffed, including arranging standby staff as necessary.
  • Accurate completion of all appropriate documentation relating to operational and administrative matters for the Communications Centre.
  • Effective and efficient dispatch of ambulance vehicles and staff to satisfy resource demands of each incident / accident requiring ambulance attention, in accordance with prescribed parameters.
  • Conduct all radio and telephone communications in accordance with high quality standards and protocols as specified in St John Ambulance Standard Operating Procedures and Policies as they apply from time to time.
  • Comprehensive coordination with and provision of information to other St John Ambulance officers and external allied services in matters related to immediate operations.
  • Advise callers in emergency the first aid measures to be taken whilst awaiting the arrival of an ambulance as per call-taking / dispatch protocols and provide effective emotional support for distressed callers.

SUPERVISION RECEIVED

He/she will normally follow work instructions and seek authorisation for variation to work practices through the Communications Supervisor, SDO or Operations Manager as per St John Ambulance Standard Operating Procedures and Policies.


SUPERVISION PROVIDED TO OTHERS

No supervisory responsibilities are required for this position.

The incumbent is expected to maintain working relationships with the following:

SELECTION CRITERIA

Essential criteria

  • Demonstrated high level interpersonal and organizational skills.
  • An ability to read street directories and listen to and convey clear and authoritative direction in a calm manner.
  • You can type (ideally at 40wpm with 95% accuracy) and use a computer.
  • You can work in an unsupervised capacity and are able to multitask and forward plan.
  • Physical fitness to a level that facilitates:
    • Ability to differentiate colours and interpret text on a computer screen and a computerised map;
    • Ability to hear and interpret verbal and non-verbal sounds through a headset;
    • Ability to sit in a chair for up to 12 hours at a computer console (with regulation comfort and rest breaks as determined by Occupational Health & Safety requirements).
  • A proven ability to remain calm and objective when other people are displaying high levels of stress and emotion.

Desirable criteria

  • Successful completion of Certificate IV in Ambulance Communications (HLT41107) or similar qualification.
  • Previous experience working unsupervised as an EMD (or equivalent) in an Ambulance or Emergency Services Communications Centre.
  • Current accreditation with the International Academy of Emergency Medical Dispatch as an Emergency Medical Dispatcher.

SELECTION OF CANDIDATES

Candidates will be evaluated on merit against all of the various components that make up this position description. Assessment will take into account all information that is determined to be appropriate, eg written application, qualifications, interview, work samples, skills testing and referee reports. These assessments will include (for shortlisted applicants) pre-employment medical examination (including vision, audio and spirometry); functional capacity evaluation; work-related assessments; and an interview. National police checks and reference checks will also be undertaken prior to appointment.
